Free Online Image Editors
This is a selection of free tools to accomplish the kinds of cropping, resizing, rotating, coloring, layering and animating that come to mind when we think of powerful image editing software.
Adobe Photoshop Express
After signing up for this free site, you can upload your images and then edit them with Adobe's simplified set of pint-and-click controls, which include red-eye removal, cropping, exposure, saturation and other functions. Users can then group images into Web albums and post them to popular social networking sites, all from within Photoshop Express. Each basic (free) account gets 2GB storage, although Adobe plans to offer more for a fee. One caveat for users: you need a broadband connection, for this is a very badwidth-intensive site, and a screen resolution of at least 1024X768.
Fauxto is a Flash-based online program that imitates Photoshop’s functionality without its huge price tag. You open up a graphics file either from your local system or remotely, which is simply an URL. Each picture you’re working on is opened as a tab in the main window. You can do Image Size, Canvas Size and Crop. You can add Layers and which each layer you can modify in different ways. You have a bunch of Filters, such as Sharpen, Blur, Find Edges, Emboss, Enrich and Clouds. You can paint with brush, pencil, paint bucket, circles, squares. When you paint, the brush can be in several differnt formats such as round, spatter, smear and there is both size and feather. You also have the smudge, eyedropper and Text with some 12 fonts.
FxFoto provides a single tool for automatically organizing, enhancing, annotating, e-mailing, printing, uploading, and archiving your digital photos. The basic version is free. An animated navigator frame displays photo thumbnails of all your pictures by topic, and photos can be organized and searched with user-specified keywords. FxFoto Standard Edition is freeware and includes red-eye correction, lighting and image enhancement, blemish removal, feathered rectangular or oval cropping, text effects, and a clone brush. The Deluxe or Creative Edition upgrades also create animated slide shows, collages, and scrapbook layouts using advanced creative effects, cropping shapes and stitched multi-photo panoramas, all with the same download. Version 5.0.066 features Windows Vista compatibility, XP/Vista style dialogs, improved deluxe edition feature trials, et al.
GifWorks.com offers an online GIF image editor.This unique tool is completely on-line—nothing to download or install. Better yet, it's absolutely free—no prepaid tokens or subscriptions. Create your own special effects with any GIF—even animated ones! Resize it, colorize it, optimize it, and jazzercise it—then save it and take it with you. You name it and you can do it!
Picasa is a computer application for organizing and editing digital photos. In July 2004, Google acquired Picasa from Idealab and began offering Picasa for free download. There is native support for Windows XP and Windows Vista, as well as a beta Linux version, available through Google Labs. There is also a Mac iPhoto plugin or a standalone version available for OS X 10.4 and later. Picasa Web Albums is a photo-sharing web application from Google, often compared to programs like Flickr and Zooomr.
It allows users with accounts at Google to store and share 1 GB of photos for free.
PC Image Editor is provided as FREEWARE for private (non-commercial) or educational (including non-profit organization) use. In these cases, you are granted the right to use and to make an unlimited number of copies of this program. PC Image Editor features include:

Phixr lets you edit multiple pictures and stay online for about 3 hours.

Snipshot (formely Pixoh) is an astoundingly responsive ajax-powered image editor. Pixoh allows you to import pictures from Flickr or any website using a bookmarklet. It also allows you to export and save images in a range of formats (JPG, PNG, PDF, TIF, PSD, and BMP). Not to mention the ultra responsive crop, rotate and resize features. It's also available as a Firefox browser add-on.
